Protected Places (Safety) Ordinance.

Propose to introduce into the Legislative Council as soon as possible a (gp. omitted ?Bill) to amend this ordinance. Clause 5 of the Bill provides for power to suspend operation by proclamation as suggested in your paragraph 5. repeals definition of term "protected place" substitutes the following definition,

"Apy premises described by order of the Governor under(any section to be a protected place for purpose s of this ordinance" Latter amendment is necessary

to prevent the Ordinance becoming inoperative after 31st December, 1947, on which, de tu Regulation 32 of De Leben Ru gulo ti u 93 Qnded which such places are designated "protected places" censes to have effect.

I fear that it will not be possible to maks proclamation suspending operation of the Ordinance as soon se the Bill becomes law, es such action would merely cause a recrudescence of state of affaira against which these special powers are intended to guard.
