Your secret despatch No. 15.
Protected Places (Safety) Ordinance.
?B111
Propose to introduce into the Legislative Council as soon as possible a (gp. omitted ?Bill) to amend this ordinance. Clause 5 of the Bill provides for power to suspend operation by proclamation as suggested in your paragraph 5. repeals definition of term "protected place" substitutes the following definition,
:
and
Clause 2
"Apy premises described by order of the Governor under(any section to be a protected place for purpose s of this ordinance" Latter amendment is necessary
to prevent the Ordinance becoming inoperative after 31st December, 1947, on which, de tu Regulation 32 of De Leben Ru gulo ti u 93 Qnded which such places are designated "protected places" censes to have effect.
2.
I fear that it will not be possible to maks proclamation suspending operation of the Ordinance as soon se the Bill becomes law, es such action would merely cause a recrudescence of state of affaira against which these special powers are intended to guard. Course of action which I recommend as likely to achieve your purposes without exposing GerviceR S Presh outbreaks of looting would be progressively be reduce the mumber of premises to which the Ordinance applies by order under (gp, omitted ?Clause or the R17.
